With a new matter, asking only ‘is it useful?’ is not enough.
A religious statement, form of finance, waqf decision, or question concerning family or privacy requires specialised competence. The proposed task of the FIQH and USUL Board is to weigh the nature of the matter, its evidence, rights, maslahah, and the limits that must not be crossed. The name does not indicate a public fatwa service or an appointed decision-making body currently in operation.
What is it?
FIQH and USUL Board
The board is proposed for consultation and review where specialised competence is required: fiqh claims, religious expression, finance, partnerships, licensing, waqf, donations, zakat or sadaqah, privacy, children, and data. It is not a public fatwa service. The central questions are not only ‘is it useful?’ but also ‘what is its nature, which limit might it cross, and which amanah does it affect?’
Preparation status
Authority in religious judgment and consultation cannot be established by a page title alone.
The board cannot be treated as active until the identity and scholarly responsibility of qualified people, the scope of duty, the method for recording disagreement, and the need for external consultation have been verified. This page describes the intended field of review; it does not offer fatwas or personal religious advice.
Maslahah and the measure of a decision
Maslahah weighs a new matter with attention to its nature and its limits.
Within RUYAH, maslahah is not a calculation of short-term benefit. A new question involving technology, data, capital, education, family, children, or publishing is considered through MA for its nature, SIDRA for the limits that must not be crossed, and SEDD for the practical safeguards it requires.
Questions for a decision
The board considers new matters not through an abstract language of benefit, but through nature, limits, amanah, and responsibility for representation.
The MA question
Does this matter place the nature of the human being, family, body, living beings, the natural world, or knowledge in its proper place?
The SIDRA question
Is there a risk of exceeding the proper limit in knowledge, reason, technology, representation, or intervention?
The SEDD question
How will limits concerning privacy, children, data, models, publishing, family, or field activity be protected?
