Not every issue needs to become a product.
The issue is understood first. If the need and risks call for it, the team prepares a small trial or limited production. The work may stop at the right time, remain in limited use or continue with a named person responsible for care.

Listen to the people living with the issue, read the sources and develop a shared understanding before rushing to a solution.

Run a small and safe trial
Observe uncertainty and risk at a small scale; remain open to stopping and revising as well as continuing.

Build within clear limits
If the need is verified, form a capable team and build a limited, usable representation with someone responsible for its care.

Continue, share or stop
Suitable work may open for HAYR, remain in limited use, continue through NEMA or be withdrawn for revision.
